The eight Rulebreaker cards in the 1–60 list

These are deckbuilding summaries, not replacement Oracle text. Open the linked card for its complete wording and other abilities. The coverage here is MBC collector numbers 1–60, checked October 22, 2026.

MBC 004 / DECKBUILDING SUMMARY

Seluma, Light of Aysen

Angels may go beyond the commander’s identity; basic lands are also permitted.

Check the boundary: Fallen Angel qualifies as an Angel. An unrelated black removal spell gains no permission from that fact.

MBC 012 / DECKBUILDING SUMMARY

Tolabow, Loch Rascal

Adds a chosen color for instants and sorceries, plus permission for basic lands.

Check the boundary: Use the Tolabow example checker for the distinction between a red instant, a red creature, and a nonbasic land.

MBC 026 / DECKBUILDING SUMMARY

The Unluckiest Planeswalker

Extends color permission to Auras and basic lands.

Check the boundary: Check the Aura subtype. An off-color enchantment without that subtype is not covered by the Aura exception.

MBC 031 / DECKBUILDING SUMMARY

Maular, the Next Evolution

Extends color permission to creatures with mana value at least seven, plus basic lands.

Check the boundary: Check mana value in the deck. Planning to pay a large X later does not make an otherwise smaller off-color creature qualify.

MBC 039 / DECKBUILDING SUMMARY

Grizzlegom, Hurloon Hero

Permits land cards regardless of their color identities.

Check the boundary: Its land permission includes nonbasic lands. It does not extend to an off-color nonland spell.

MBC 057 / DECKBUILDING SUMMARY

Whtz, the Bibliophile

Removes the deck’s upper size limit.

Check the boundary: In regular Commander, the minimum remains 100 including the commander. A larger deck still follows its other construction restrictions.

MBC 059 / DECKBUILDING SUMMARY

The Everforger

Extends color permission to artifact creatures, Equipment, and basic lands.

Check the boundary: A colored noncreature artifact without the Equipment subtype does not qualify merely by being an artifact.

MBC 060 / DECKBUILDING SUMMARY

Valko Indorian

Extends color permission to Phyrexian cards and basic lands.

Check the boundary: Read the Phyrexian creature type in current Oracle text; payment symbols and the language of a printing do not establish that type.

Permission is not a whole-deck approval.

Suppose Seluma lets you include an off-color Angel. That answers the identity exception for that card. It does not answer whether you may include two copies, whether the card is banned, or whether your deck has the required size.

  • Count names separately. An identity exception does not automatically waive singleton.
  • Count the complete deck. A color permission does not automatically change its size requirement.
  • Check format availability. A Rulebreaker label does not make acorn or playtest cards Constructed-legal.
  • Use current types. Aura, Equipment, Angel, and Phyrexian are specific categories, not thematic descriptions.

Whtz is a useful contrast: its exception concerns maximum deck size, so the remaining color and name restrictions still matter. Start from the format’s baseline and change only what the card actually addresses.

Why you do not wait to cast the commander

Deck construction happens before the first spell. A proposal that only becomes possible once the commander resolves on the battlefield would not solve the initial construction question. The Release Notes explain the relevant pregame operation when the card is designated as commander.

Check the version with the number. The October 19 bulletin assigns Rulebreaker wording to 903.5e. The rules page checked October 22 still links the September 25 document, where 903.5e concerns sideboards. The announced Rulebreaker wording is not incorporated there yet.

Use the Release Notes for these card explanations and the applicable official rules for your event. We have not independently confirmed a later effective date for the announced CR changes.

MBC Draft has its own starting rules.

MBC Draft already changes the deck-size baseline and allows drafted duplicates. Its special partner and color fallback permissions are separate from an individual Rulebreaker card. Do not bring every Draft exception into a regular Commander deck.

For example, Whtz does not replace the Draft minimum with the regular Commander minimum. Follow the MBC Draft construction instructions first, then the card’s applicable exception.

Does including a Rulebreaker card in the 99 grant its deckbuilding exception?

The permissions discussed here require the card to be your commander. Merely including it elsewhere in the deck does not establish that condition.

Do opponents get my Rulebreaker permission?

The construction permission applies to the deck described by that commander’s text. It is not a general change to every player’s deck.
